Three merged oil towns on Galveston Bay, where refinery air and open-water wind meet housing stock that was mostly built for refinery workers.

The housing stock

Settlers arrived from 1822, and Nathaniel Lynch's ferry crossing at the junction of the San Jacinto River and Buffalo Bayou still runs as the Lynchburg Ferry. The city is a merger of three separate towns — Goose Creek, Pelly and East Baytown — which grew as boomtowns around the Goose Creek Oil Field and finally consolidated as Baytown on 24 January 1948. Humble Oil built the first offshore drilling operation in Texas here in 1916 and later the refinery that became one of the largest in the country.

Dense 1930s to 1960s worker housing in the three original town centers, mostly single-story frame on small lots, with later subdivisions inland and newer growth to the north and east.

Addresses in this part of the coast can fall inside the Texas Department of Insurance designated catastrophe area, where a standard homeowners policy often excludes wind and hail and the cover comes from a separate windstorm policy instead. Where that applies, the work has to be inspected and certified — the WPI-8 certificate of compliance — for the cover to attach to the new roof. Read the figures as a floor rather than a ceiling.

Within five miles of the center of its ZIP codes, NOAA recorded 1 hail event and 12 thunderstorm-wind events. The largest hail on record is 1.75″ on 27 March 2023. The strongest recorded gust is 64 kt (74 mph), on 16 May 2024.

Wind outnumbers hail in this record, which is why the starter course, the drip edge and the nailing pattern do more for a roof in Baytown than the impact rating printed on the shingle wrapper. Wind damage also does not announce itself from the ground: a creased or unsealed shingle lies flat and looks perfectly normal until the next storm lifts it off.

Neither number describes the thing that ages a roof here fastest, which is simply the climate. Ultraviolet load, daily thermal cycling and humid air moving through the attic will take an asphalt roof to the end of its service life without a single recorded storm passing over it, and the south and west slopes get there first.
